The State of California recently passed a new law requiring that when an existing water heater has failed that it be replaced with a new highly efficient water heaters. Below is the exact wording:
"Any existing water heater which is replaced shall meet state Appliance Efficiency Regulations. The first 5 feet of hot and cold water lines at the water heater shall be
insulated with R-4. Water heater shall be strapped to wall. Temperature and pressure relief valve and drain line shall be installed."
These new highly efficient water heaters cost about $100 or so more than the previous style but theoretically should pay off over time with a lower heating cost.
